The project team will work closely with the City of Des Moines, Iowa Department of Transportation (IaDOT), Des Moines City Council and local agencies and resources to design and provide construction phase services for the Southeast (SE) Connector project.

Project Team Bios

Kirkham Michael (KM) and CDM Smith) will lead the project team for the City of Des Moines SE Connector project to provide a premiere suite of transportation planning, engineering and environmental analysis services. Seven additional firms complete the project team, providing specialized expertise in a variety of areas.

Kirkham Michael & Associates, Inc.

(KM) will serve as contracting consultant, managing the project team and leading engineering and design efforts from its Urbandale, Iowa, office. KM is a full-service civil engineering firm with a reputation as a leading provider of professional engineering, planning, design and construction services to public and private clients for nearly 60 years. KM is ranked among the top 300 engineering firms in the nation and has over 220 full-time employees in Iowa, Nebraska, Colorado and Arizona.

KM provides civil engineering services in transportation, structures, municipal infrastructure, water and wastewater treatment, land development, hydraulics and hydrology and other related disciplines. KM staff has the capability to serve clients throughout all phases of a project, including planning, public involvement, environmental analysis, design, right of way acquisition, cost-estimating, permitting, advertisement and award and construction administration.

CDM Smith

CDM Smith logoCDM Smith is an international consulting engineering, planning and economics firm that celebrates more than 50 years of service as a leader in the environmental and planning/engineering and transportation economics industry.

Working from its Kansas City and Chicago offices, CDM Smith will lead the project team in conducting environmental analysis. CDM Smith will work cooperatively with the project team, other agencies and stakeholders to determine the required level of environmental analysis, conduct the analysis, document the process and obtain the required clearances.

CDM Smith is currently working on and has recently completed several prominent corridor studies with land use, environmental, economic development, traffic modeling and analysis, conceptual and preliminary engineering and public involvement components in the Midwest. In 2002, CDM Smith was ranked 69th in the Engineering News Record's List of Top 500 Design Firms.

Jane Mobley Associates

Jane Mobely Associates logoJane Mobley Associates (JMA) is a public involvement firm comprised of a core group based in Kansas City, Missouri. JMA staff are experts in the areas of public involvement both in outreach and gathering input, community relations, media relations and special interest group communications.

Clients rely on JMA for successful public involvement counsel and services to create and sustain strategic frameworks for communication; to improve community infrastructure and quality of life; and increase the likelihood of reaching public consensus and acceptance of the end results of such studies and projects.

RDG Planning & Design

RDG Planning & Design logoRDG Planning & Design is a network of planning and design professionals that bring important knowledge from specific disciplines of practice, including architecture; community planning; design-build project delivery; graphic design; interior design; landscape architecture; lighting design; mechanical/electrical engineering; move management; multimedia; strategic planning; sustainable design; and urban planning.

Officially formed in 1989 as the Renaissance Design Group, RDG has offices in Des Moines, Iowa, among other locations.

Ciorba Group, Inc.

Ciorba logoEstablished in 1927, Ciorba Group Inc. (CGI) began as a firm specializing in municipal engineering for communities along Chicago's North Shore. Over the years, CGI expanded its service area from chicago to the midwest region, as well as its qualifications into other engineering fields. Today, CGI provides clients with comprehensive solutions in structural, transportation and construction engineering for local, state and federal government agencies.

CGI's structural team has extensive experience in the total process of completing bridge projects involving trusses, arches, steel girders, precast prestressed concrete beams, reinforced and post-tensioned concrete slabs, for both highway and pedestrian bridges. CGI's bridge design team's primary goal is to develop distrinctive and innovative solutions that maximize benefits to the client and the community at large.

University of Iowa Office of the State Archaeologist

University of Iowa Office of the State Archeologist logoThe University of Iowa Office of the State Archeologist (UI-OSA) is a nonprofit organization specifically created to help public and private organizations comply with high expectations of current cultural resource regulations in a cost-effective manner. The project team will rely on the UI-OSA for cultural resource management, architectural studies and research.

The UI-OSA has worked with engineers, developers, landowners and state and local governments to successfully negotiate complex cultural resource compliance laws since 1959.

Tallgrass Historians L.C.

Tallgrass Historians L.C. logoTallgrass Historians L.C. is an established historical research and environmental consulting firm that brings to the project team expertise in cultural resource management, historic preservation, museum consulting and corporate archival services.

Offices are located in Iowa City with access to research collections at the University of Iowa, the State Historical Society of Iowa and the Herbert Hoover Presidential Library.


Terracon logoFrom its roots in geotechnical engineering beginning in 1965, Terracon is a consulting engineering firm that provides specialized geotechnical, environmental construction materials, pavement and facilities testing in more than 60 offices in 24 states. The project team will rely on the experience of Terracon's diverse staff of engineers, geologists and technicians in natural resource; wetlands delineation and mitigation; subsurface exploration and testing; and site assessments and investigations.


URS logoFor nearly a century, URS has been an industry leader in the delivery of planning, analysis, design, construction management and permitting services to clients nationwide. A multi-disciplined engineering and science and technology firm, URS serves public and private clients in the facilities, surface transportation, air transportation and environmental markets. The company's environmental planners and scientists will provide expertise in implementing environmental measures to improve air and water quality and hazardous waste management and site remediation, among other specialized areas.
